The approach
A platform only digitalizes the process you already have.
Most e-procurement programmes start by buying software. The law, the procedures and the people are left for later, so the system automates paper habits and officers work around it.
Arxia runs it the other way round: reform the rules and the process, prepare the people who will run it, then deploy the platform. One programme, so nothing falls between contracts.
